In an ideal world passwords would be a minimum of 8 or more characters long, with variations in case, and including numerals and other characters.
Changes would be enforced on a monthly basis.

The problem with enforcing this type of password policy is that the passwords can be very difficult for people to remember. 12 passwords a year, each substantially different from the last and no password repetition for at least 6 changes, makes finding passwords that mean something to the individual very difficult to find and to remember afterwards.
This is where our Password Reset Service comes in. While it does not make the passwords themselves any easier to remember, it reduces the overhead for administrators, by allowing the user to reset their own password as and when required.
How can it be secure if the user is allowed to reset their own password?
